I purchased a used EV from Velocity Motors in August. Before buying, I asked in writing whether the dealership was registered with the IRS to process the federal used EV tax credit. I was told I could file the paperwork myself and that the dealership would not need to do anything (which is a lie consumers cannot submit these forms only a business registered with the IRS can submit form 15400 After the purchase, the dealer confirmed in writing that they are not registered with the IRS and cannot submit IRS Form 15400, which is required for a buyer to legally claim the federal used EV tax credit. Despite this, the owner stated that other buyers had still received the credit by filing themselves. This is incorrect — buyers cannot claim the credit without a dealer submission. I brought this
